I just unlocked it and fully upgraded, tried it out in practice and it is one of the most sluggish aircraft I’ve ever experienced.
Is it bugged or is it that bad?

it just like Russian IL 2 it feel sluggish for all the metal it made out of at least that how i think when i flew one of them

Just use the IL-2. I find that the Pe-3 really isn’t much of a side-grade. The bombs aren’t really any good and the main guns have little ammo. That and maneuvering the thing is horrid.
As someone that came here from War Thunder, having unlocked most non-jets from the main nations, I wasn’t really expecting much from the Pe-3.
Just looking at the lineup, I intend to stick with the IL-2 until the IL-2M if that’s a thing here or not (forgot). Then probably switch to T-34. Maybe a Yak-1 or Yak-9 if 109s become significantly more common. IL-2s can kill most air units as well as pretty much anything on the ground that isn’t under a roof (and occasionally some that are).
Peshkas are generally better for interdiction than CAS, and Enlisted is a CAS game.

There was reason for it when it had rockets - but with bombs it is just meh, and lacks the 20mm cannon of the later versions so doesn’t have nearly as much firepower as the Il-2

no offense, but Pe-3 is trash.
Heavy fighters were unsuccessful in WW2 to begin with, even excellent designs such as Bf-110 failed, the Pe-3 never stood a chance.
Never heard that before. Like the P-38 is arguable a heavy fighter and it was definitly not trash nor is it in the game.
Heavy fighters still had uses, such as CAS, bomber interception and search, sometimes recon but they were “jack of all trades”, master of none which meant that they were vulnerable to fighters and preformed worse in CAS than planes designed for that.
Overall a waste of resources that could have been spent on fighter and bomber production that yield greater results.
Sure? They was mass used for bomber escort and ground attack mission, for example the p38 is the best of them because can carry both mission at the same time
P-38 Lighting still suffered high losses against Bf-109 and Wf-190 fighters even though they were designed for dog fights.
P-38 seen most of its success in the Pacific against aging Japanese aircraft.
Its not a waste only because the Germans and the Soviets had design flaws.

speed itself often wasnt the problem, the much slower turn time compared to fighters puts them in disadvantage.
Note that the P-51 Mustang wasn´t available for escort in 1943 and allies achieved air superiority in Tunisia, but nevertheless it is an interesting case I never seen before, thank you for bringing it to my attention.

Well. P-38 in its main role existed because there was no P-51 until late 1943. Afterwards, granted, the P51 is better in almost any regard.
