Just make it so the first reward in the campaigns are an engineer squad, maybe even offer silver orders for completing the engineer tutorial. If not, I would like to know why it wouldn’t be a good idea.

Just swap the first Engineers and Snipers. It’d be good for everyone.

I understand your irony, but I sincerely believe that nothing will change, and the engineers will continue to benefit those players who take the game seriously, but the current game model promises to allow the average player not to bother and just spam-auto-have-fun logic and therefore , they cannot be blamed.
You have to ask the game developers themselves this question. Because only they have to come up with how specialized squads in the game would shine and every player would use them regularly.
