Why doesn't Gold Order Chi-Nu (Type 3 Medium Tank) fit the Tanker II Squad?

The Tech Tree version of Chi-Nu can be used by Tanker II Squad and Tanker III Squad, but the GE one only fits Tanker III Squad.
