Why do some console players have a console controller and others dont?

I’ve noticed that some console players have a little controller icon next to their name while others don’t. I know Playstation players see other PS users (Why doesn’t xbox do that?) but i’ve noticed that some console users don’t have the icon next to their name. Could someone enlighten me as to why that is?
