I recently asked the devs if i will keep the gold order panzer IV from tunis, even though i have not unlocked the squad. The devs said yes so i bought it. Now i checked the test server, the gold order tank is nowhere to be found… Did i just got scammed?

the panzer IV F2 can be bought, but not used unless you have the grinded tunisia base squad.

In the test server randomly some gold veichle or gun are not transfered, is already reported

or you can’t simply equip it for whatever reason despite being able to " customize it ".
If a vehicle is missing on the test server it should be reported on Gaijin.net // Issues
It’s always a bug if you’re missing a vehicle.(Or if none of the squads can equip it)
