why is it a bottleneck. Not exactly an expert but I run fine with igpu. Also the 99% max is normal even for a 2080ti

there is always one component that is bottleneck. game is either CPU bound, or GPU bound. you will hardly ever see max utilization from both CPU and GPU. CPU worked at max 52.1% for total and 68.8% for core 1, so that means that CPU wasnt the bottleneck and GPU worked at 99% so that means that it was the bottleneck.

overall if you crank details and resolution up, game will depend more on the GPU and GPU will be bottleneck that will limit your FPS. on other hand if you crank details and resolution down to minimum while having decent card, you will notice that CPU will be bottleneck to your fps.

basically all it means is what component is working harder and what is actually limiting your max fps.

i forgot about one very useful technique on how to bring down CPU temperatures.

  • undervolting

when manufacturers make CPU, there is difference in individual CPU-s (so called silicon lottery). some have better performance when OC, some can give higher performance with same power etc.
cause it would take too much time to fine tune every CPU in batch, manufacturers set standard voltage under which those CPU must operate stably and that standard voltage is applied to all MBO-s.

so that means that some chips will be able to work under lower voltage and lower power draw and still provide same performance.

overall you need to lower the voltage and at the same time stress test CPU to see if your CPU works stably and with same performance before undervolting (does it have same max boost clock). it all depends on silicon lottery, so if you are unlucky you may have CPU that you cant undervolt without affecting stability and performance. easiest way to undervolt is with offset value, cause that way you will not need to input values and accidentally fry your CPU with too high voltage.

you may use intel xtu or ryzen master to undervolt from windows if your CPU is supported (check the supported CPU list before downloading them), or you may directly undervolt from BIOS.

if you decide to do this i recommend you check couple of guides on how to do it.
if done wrongly and you can overvolt your CPU and kill it.

btw all of this applies to GPU-s, so with MSI afterburner (works on all GPU-s, doesnt need to be MSI) or similar utility you can easily affect power draw of your GPU and make it provide same performance with less heat and power draw.

i had the same problem, i set an fps limit to 75 (it can be higher) and it fixed all the problems
