Can the PTRS 41 already be played in the game?
It’s available in practice mode, but when will it be usable in the real game?
Used to be availabe, got replaced with the PTRD to give the soviets something more similar to the panzerbüchse 39

Maybe, its up to the devs if they think it will be balanced or not if it is reintroduced to the game
Perhaps in a campaign with a later date than Moscow. I don’t see how it can be balanced otherwise.

They could give it back and add Anti tank rifle grenades or bundle grenades
It isn’t needed at the moment, especially given the lack of a German equivalent. I would prefer proper AT grenades though, over these silly dynamite bundles!
But why does it need an equvivalent? Historically, there was no equivalent, and it was produced in large numbers.
Uh, so that one side doesn’t have a significant advantage over the other? This is a game after all, and games generally have to be fun for both teams. To counter your argument: why do you need it?
Because its my favourit weapon 
Germans have MG42 with over 1000 rpm. No other MG has achieved this. But therein, I think, lies the appeal, that each faction has special, unique weapons that do not necessarily need an equivalent.
