It end be used as an overpowered anti-infantry mine, and usless aganaist tank because they camp far away and the little dude explode before reach the tank

Not exactly, your presuming that I’m considering them only being in one state (that being overpowered or underpowered) but I’m considering either or they can be too powerful and they will add to explosive spam or they will be absolutely horrendous and not be useful at all.
Besides, why would you point out two semi-contradictory points when they considering two different possibilities?
In addition there is a possibility they are powerful but extremely useful. Leading them to add to explosive spam (even if just a little bit) and at the same time being annoying impractical because you have to jump through a bunch of hoops to get 2 or 3 extra kills.
