reduce the randomness of HE rounds because right now it feels like they only use shrapnel not explosive power to calculate the damage on infantry I have had so many times where a HE shell right next to infantry deals no damage but kills a guy 30 feet away. I have had this happen with any kind of round I have used from 37mm canons to 158mm rockets.
I just kind of like to think of it as being basically, the total opposite of how I think it ought to work
