This tis the marker that you can place on the map. Your own marker would be yellow, teammates marers are blue, like on the picture. They are used mostly to mark the range for mortars.
You can place it by opening the map, then pressing Alt and finally clicking the place on the map you want to mark.

As I said it is very useful for mortars when you want to do something other than constant bombing the cap zone when you see that enemies are in there. I use it also for marking estimated area of enemy respawn bulit by engineers

Pretty sure if you drop it precisely on a tank, mg, or etc it’ll also highlight it like you would with an los spot.
I’ve used it for marking enemy mortars for planes to hit.

It’s a CRSED feature but still kept till now. For manual pins on map.
Just tried - can’t see how to do it 
ETA: Just tried again - got it - enter “interactive mode” - Alt on PC - then right click - thanks! 
only works with left alt for some reason as well. Makes it an awkward reach compared to using the alt key that’s right next to the M key.
