If I remember correctly, when campaigns still existed, you could have up to three of the same type of Battle Pass weapon per campaign.

Do people who bought 3 MKb42Ws each in Moscow, Stalingrad, and Berlin in the old campaign now have 9 MKb42Ws in the German army?

It was more complicated than that
The maximum was actually 5. For germans, if weapon was in all 5 campaigns which included german faction. I think that’s the case for silenced erma, but not sure exactly.
In all other cases you could either get 3 or 4 weapons, depending in how campaigns it was available.

After listening to your explanation, I understood that it was possible to have 5 of them if I bought as much as possible before the merge.

No, MkB wasn’t available in all German campaigns as far as I remember. I think the maximum is 4 for this weapon.

I can tell you how people get those 9 (rather 8 should possible) “MKb 42(W)” in one campaign, it’s the same as how I have now 5 (can be 6 total) “FN Model 1930” in Japan army.
Before the merge “FN Model 1930” had a limit of 2 per Normandy and Pacific campaigns, so I bought all of them back then and transfered 2 from Normandy to Pacific, that way after the merge I was still having 4 in Japan army.
After the merge limit in Germany and Japan army went up to 4 each, but technically I bought 2 of each per both, so I am able to buy additional 2 for Japan now making it 6 possible (but only 2 for Germany).
The same could be possible for MKb 42(W), people bought all available guns and transfered them into one campaign, after the merge they can still buy few additional weapons. Now it’s not possible to have more than a limit anymore.

That would work only for weapons which are shared by two different post merge factions.
Meaning, It would not work for MkB w.
Can’t confirm nor deny as I haven’t bought even one MKb 42(W), but if it’s not the case for this weapon as it comes from one nation, then I have no idea how.
