I think he means the currently displayed yet unavailable “final upgrades” in the lime squad upgrades menu.

Ah the weapon/vehicle “tuning” upgrade for the squad. My guess is a planned addition to modify stuff like you would in War Thunder.
Kinda doubtful about those myself tbh.
Wouldn’t want to see them become some kind of bullcrap über-power, meta-shifter stuff.
