If APC’s were offered for level one, all my level one factions would employ an APC, especially since I use two planes in some factions in higher levels so I have APC’s sitting unused in the garage.

i believe you are referring to riders type II vehicles then.
but no. these are APCs Alright ( within Enlisted Own rule )

i won’t do alot of talking nor adjusting 
as riders them selves have alot of vehicles on their own.
such as 222s, 231s m3a1 scout cars, and many mores.
