Closest thing I know of that fits this description for the Germans is the Maus, but the Maus actually had armor unlike all the rest of these

Germans could get neubaufahrzeug. It was used during the early days of the war.
Russians could get t35. It is basically t28 but even bigger

yea it have more mg than T-28 i think
Plus the extra cannon in one of the small turrets instead of an MG
