Anyone know what happened to the unusable last upgrade for Soldiers and Weapons? At some point they removed it entirely after it being there since before I started playing

There are rumors says those 9-star soldiers produced due to bugs are actually “veterans” that were planned to be implemented
And by transferring to Poland through VPN, you can directly purchase these veterans and have additional perks points.
