Not a bug, you can have a bullet in the chamber and have one extra bullet

Yea it not a bug some gun can have extra bullet now
As ppl have noted - you can have 1 “up the spout”.
If they ever get the Sturmtiger in this game - nominal ammunition storage 14, but you can have 1 in the gun, and another on the loading tray for 16.
As people have answered it is not a bug but a feature of the one in chamber
