Simple idea - use the battlepass tasks to funnel more players into specific campaigns.
Everyone should have one of these tasks at all times and it should be used to encourage players to play campaigns that need a population boost. Everyone’s battle tasks should be the same campaign at the same time, but also use it to balance the sides to create equally populated teams and reduce the bots required.
They basically already do this.

Didn’t know they did - I follow the tasks and still don’t see great populations. I guess the suggestion then is do more, do it more consistently and make sure it aligns for everyone.
I personally avoid these tasks unless it’s a campaign I wanna play because it’s usually 3 battles. If it’s just play a single battle then I’ll gladly do it.
I really enjoy hard focusing one campaign at a time, one side at a time. This would be annoying
