OK, here’s the idea: since we got the 9th pistol order because of the DDoS attack, some people now have one useless pistol order in the Pacific campaign. Some of them (me included, that’s the reason why I’m writing this 
) also have let’s say, 7 pistol orders in some other campaigns. So the idea is to make this 9th extra order available in all 6 campaigns instead of just being useless.
Most of us DON’T have such spare order, we don’t even have the ones we’re supposed to. That’s the whole point.

I mean, they could implement a mechanic of giving one such “universal pistol order” for every TD season, but I feel like it would be a bit to generous, even for Darkflow.
They wrote a statement about this. They are fully aware of the issue and will give every player the amount they have gained.
