They should create a ranking system, using their hierarchy system (soldier, lieutenant, etc.) But I think they don’t have enough players for that and it would only increase the number of bots.

The patch said that it would separate players by the level of their weapons. If I have level 4 weapons, they cannot put me with people with level 10 weapons and vice versa.

Your problem is mainly caused by the skill of the player not the level of the equipment. The level of equipment is not the only factor of deciding the fate of a battle.
