He´s a Character from Warhammer 40k. He´s been a meme for some time because he always thinks very highly of himself and has so many goofy titles. Next to beig part of the Ultramarines Chapter wich has a reputation of being a bunch of goody two shoes.
Cato Sicarius is the Captain of the Ultramarines Victrix Guard. Among his titles are Master of the Watch, Knight Champion of Macragge, Grand Duke of Talassar, and High Suzerain of Ultramar.

Until they find out that wehraboos don´t know how to angle anyway so they expose their shiny flat armour on every opportunity to get penned.
