There is no other reason, the USSR does not have a researchable BR1 attack aircraft, but other factions do.

I suppose most people think the bi-plane already fills that role better than anything that could ever plausibly be added as BR I CAS.

The SB with it’s wings that can literally be torn off by just pressing S and no fron-facing guns should be brought to br 1.
