Since the removal of the academy system and switching over to silver order troop purchases, this upgrade has had literally no reason to exist. The only soldiers that you can even get 1-star versions of are Trooper 1s, and Trooper 1 squads come with that unlock pre-purchased in every campaign currently available. You can’t get one-star soldiers for any of the other units anymore.

Yep, mentioned this one before. The only 1 stars you get are troopers. Everyone else is already 2+. Still a remnant from the bronze to silver change over.
