What is even going on, here? Yeah, I get it; the splash damage on 3.7 cm cannon is minimal, but the splash on the APHE is non-existent. Clearly the developer can add new rounds to tanks, so WHY have they not done that for Japanese tanks?

Because that is available in War Thunder.
There is no HE round for Ha-Go in War Thunder.
That wouldn’t be a very strong reason, as in War Thunder, HE ammunition was also not provided for the 40mm QF 2-pounder (e.g. Daimler), or SAPHEI/HE ammunition was provided for the 37mm M5 (e.g. Grant, the HE was changed to SAPHEI).

They can copy the HE shell from other tank that use the same ammunition.
But there is no 37mm HE shell that you can copy from other tank for Ha-go.
If this is talking about ready-made data, I believe that’s right.
The SAPHEI ammunition for the 37mm M5 was taken from the 37mm M6. In previous versions, both types of cannon had HE ammunition, but to my knowledge, neither was provided in War Thunder. Based on this, I believe that this 37mm HE ammunition was fabricated by Darkflow (correct me if I was wrong), so I think if they have some balance considerations, they can also fabricate one for Ha-Go.

Here is the 2018 version of the M5A1.
The M63 shell at that time was still HE shell instead of SAPHEI.
It was changed on 2022.
It was my negligence. I forgot that most of the Enlisted data is from the 2018 version of War Thunder.
Gotta try out heat 7.5cm again - last time I checked it out, a round that had historically speaking over 80mm of penetration doesn’t seem reliable against 75mm armor of KV1 and such.
The round has only 80 mm of penetration in Enlisted.
The 75mm is just raw armor thickness. Its hull frontal armor has about 87mm of equivalent thickness, its turret armor has about 79mm of equivalent thickness.
That’s not a lot of HEAT rounds, Stalingrad Pz3N has 28 Heat rounds but it’s better than nothing.
