Yes for the Chi-Ha Kai
its comparable to the
M2A4 37MM
A13 MK2 40MM
M3 Stewart 37MM
Daimler MK2 40
no to the Chi-He
it has a better cannon and armor than any br1 us tank
the best armored allied tank is the M3 Stewart
at 38MM to 50MM Chi-He but the 37MM is weaker than the 47MM we can both look for a us/uk tank to justify the Chi-He moving to br1

Actully m5a1 has the best sloped armor in br1 USA and the JP tank gun is weak in deal with sloped tank
And I agree consider put Valentine to br1，it can fight against more tanks.

No… i don’t think any Japanese or German tanks would be able to pen that at BR I, at BR II, Germany has the Marder and some Panzer IVs and idk what Japan has

I see the Valentine has the 60mm side armor so I guess it may be a Iron bastard，hmmm，Enlisted br system should be do more change
and the 37MM of the M3 is weak against everything being an early 37MM SORRY BUT THOSE ARE NOT SAME BR and the 37MM is even weaker against the Chi-he that lacks flat surfaces unlike the m3

On topic, I agree on the Chi ha Kai part. Not the Chi he. I am pretty sure Chi he has better armour and good gun than most BR I Allied tanks.

Valentine at BR1 is insane, its a BR2 for sure.
I mean hell, if we ever see the up armoured soviet version, we would see it as a BR3.
