I also think number 3 is an excellent idea. For example if Moscow allies is under strength, put something on the main menu that reads “Comrades, the fascist invader is at the gates of Moscow. We need your help to repel them or our great motherland will be lost!” Or for Allies on Normandy they could have a message like “Soldiers, we are taking severe loses in our invasion of the Normandy coast. We need all soldiers to report for duty or else the Allied invasion of Europe will fail!”

The very bottom game is the -perfect- example of the reason I made this topic. You have 5 max ranked players on your team, and only one on the enemy team mixed with mid and low tier players.
In this case, the Matchmaker should have placed the same number of the same rank on the enemy team to level the playing field somewhat.
