I don’t know why you can’t dress the English in winter clothes. Is it a psychological block, or your religion doesn’t allow it, or the financial model of the gaijin doesn’t allow it, I DON’T KNOW! But since you can’t do it properly, I’ll offer you a few lazy options.

Just use American clothes in the Ardennes for the Brits. (It’s a bad option, but it’s better than forcing them to fight in African uniforms)
Me and many others in the past have asked for some attention to be given to the poor old tommies freezing their balls of in North African uniforms, even asked for similar winter gear that the current commandos were given. I say they should create another, more bulkier version of that white battledress (commandos lighter more manouverable gear, regulars get bulkier stuff for just sitting about in the snow, makes sense to me), as well as new greatcoats.
Then, we can actually get some proper tropical gear in the Pacific too… replace the current gear there with some things from North Africa, and then add new stuff like green battledresses, available in short and long versions (shorts, rolled up shirts or regular). And slouch hats available for everyone!
Customization is just trash, it has been for the past one and a half year and it was bad even before that.

Japs are mising as well lot of uniforms too, so I feel your pain dude, I can accept we don’t have winter clothes yet but, man what about the uniform of the naval landing forces and the correct colors for a start? lol
