From 400 rpm down to 200 rpm.
Convert to per second is from 6.7 rounds per second down to 3 rounds per second. Which most players will significantly notice it.

I agree with you in principle, but this isn’t enough of a sim game to use real world performance as a justification. In the real world, whoever shoots first is likely to win, even in cqb. In this game, even an upper chest shot at point blank range with a .45 acp doesn’t drop a guy into “heal or die” mode, let alone a smaller caliber smg. As such, spamming at point blank range can make semi automatic rifles more effective than sub guns. I’m sure we’ve all been aggravated by turning our smg on a guy with a G41 or Garand only to have him spam back before your dps puts him down.
Until chest or head shots are universally lethal with every round in the game, this change makes gameplay sense, even if one could spam faster with a real firearm.
Addendum: Frankly, sub guns should pretty much dominate in closed spaces or at less than 15 meters. I’d love to see the game account for weapon weight in CQB, making a soldier turn and raise sights much slower with guns based on their bulkiness. Might be a fine way to balance the overabundance of rifle-caliber automatic weapons. Allow me to maneuver and turn twice as fast when assaulting with a Sten or MP40 versus someone with a massive BAR or MG34. Would even work for inter-smg balance since the better Allied subs like the Thompson and PPSH are fairly heavy compared to their stamped counterparts.
