Well, at list they prevented you from getting One shotted by whatever german tank you may encounter.
Joke asides, yeah this is bug that can sometimes happened. At least it is quite rare (I only saw it once, and it was before the merge) but yeah there is not really anything you can do. They did solve some of the issues related to it recently, so this awkward spawn will be gradually solved over time.
Does this only happens on close quarters map or something? Legit never seen or experience this at all
