Yes, because that thing isn’t a handheld weapon. Needed to be pulled around and having more than 1 servant (named Maxim too) would be necessary.
Make that same principle as motorcycle squads.

Well to use a medium machine gun like the Maxim, you would need more than 1 guy, at least 2 or 3. So it would make a squad, just like the motorcycle one.
