This will be very hard to make

  1. you have to make ai for ai controlled horse man to follow player
  2. battlefield is not big enough. Even if we have something like huge battlefield with 20v20 or 30v30. people will consider squad transport vehicle first like sdkfz251
  3. We already have bike man

I’ll grant you that the cost to develop it may not be worth it. Otherwise though the Horse could just be treated like a vehicle.
