Why? It will definitely been use more if they do so, since it is much easier to access. I will say that if you reverse the current situation, MMG to LMG squad, HMG to engineer 2 squad, HMG will be the one that no one will use.

There are a number of problems in my opinion with the heavy machine gun role currently, there grotesquely over modeled as far as there Lethality against armor.
The MG 131 is a ridiculous choice, and fired electrically primed ammunition it wasnāt really used in the ground support role except an extreme situation at he end of the war.
As noted above a Lafayette mound for the MG 34/42 would be a better choice for the German heavy machine gun.
Or for Tunisia the Breda model 1931.
I think the reason that theyāve given them to the machine gun squad is probably to limit them, but since the engineers are actually used less it would probably limit them further.
I personally find the Medium machine gun to be quite useful in game.
Iād say alleviate, rather than solve entirelly. It would basically be a poor manās option, until HMG basically kicks it out, upon unlocking.
Because, from what I have seen in otherās discussions, HMG is basically superior to M/LMG in pretty much every aspect:

It has better angles - meaning you can turn much more to the side/up/etc. M/LMG is very restrictive, from my experience, it requires some pixel hunting - especially on uneven ground, it takes very long to build, and is very cumbersome to use.

HMG also performs fairly well against vehicles, something that M/LMG canāt do.

Basically, folks will use L/MMG when they unlock engineer 1s with upgrade, for a few times, then switch to HMG when they unlock MG squad.
For L/MMG to remain viable in the face of HMGs, it needs some redeeming features - like lower cost, lower build times, easier to build, moving aroundā¦
Moving HMG to engineer squad and MMG to LMG squad wonāt fix it either.
Also, it give engineer squad more functionality, and restrict HMG to LMG squad can prevent spamming since you only have 2 engineer max.
People will be more likely using LMG squad to storm point rather than building HMG at the back, So MMG still has its place.

Yeah, itās a discussion whether to make Engineer squads more jacks-of-all-trades-masters-of-none, or not, and whether to give LMG and other specialist squads more specific flavour - such as AT gunners getting access to better AT guns.
From my perspective, the biggest change needs are

Hmgs and mgs need to have some form of reloading and belt-level ammo limit. The total ammo can still be unlimited but, there needs to be a general break where the gun needs to be reloaded. The lack of reloads for hmgs is the most āopā thing about them when combined with the easily manageable overheat. 20-50rds for hmgs depending on type, 100 rds for mgs. No animation is needed, just do it like in tanks. Hmgs should load slower.

- lower construction time (-30%),
- lower overheat (-30%) and
- Increased build limit of 2.
