Why are you not able to add a tail gunner on either of these planes? Both have a gunner slot noted at the bottom on the left selection screen stating “Seats Free Gunner” and yet only one pilot can be added to the plane? Am I missing something ?

You’re missing the squad upgrades that gives additional soldier slots to the squad
Ofc you can! Go to your squad upgrades and after researching you will be able to do so as you can see
