The 7.62 Tokarev cartridge has a number of different loadings, but they have somewhere in the neighborhood of 600 J of muzzle energy. The 7.63 Mauser has a muzzle energy of 545 J.
Weapons chambered for the Tokarev cartridge will chamber and fire the Mauser cartridge without issue; trying to fire Tokarev ammo through a Mauser chambered gun will cause excessive wear and possible parts damage.
Does that justify the damage difference? The devs clearly think so.
The 7.62 Tokarev round is dimensionally identical to the 7.63 Mauser round, and the bullet weight is practically identical.

Its standard soviet practice to make all their ammo 1mm+ larger, allows use of captured weapons but prevents enemy from using yours easily:
Say 76mm vs German 75mm, 82mm mortar vs 81mm etc etc etc
In this case weaker mauser catridge prob fires ok from weapons designed for tokarev but would in principle be more dangerous the other way around.
We can add the barrel length and stabilizing measures in Yazikov vs Mauser; I still think its overtuned ( Obrezh SMGs do less damage if being close to Yazikov/Mauser in size if I remember correctly)

I dont follow, gun upgrades ingame already exist. with more powerful springs and/or increase in total chamber pressure can yield in higher muzzle velocity and joules on target.
Obvious mistake is obrez series which has uncharestically low damage compared to every other gun in enlisted. Thats where your complaints should lie. Vs Mauser/Yazikov its reasonably accurate. I stand by my statement that physics matters. and something thats 60% longer and 60% heavier should all else being equal have 256% better handling (since performance would be multiplicative, not additive).
