nah… according to statistics you mainly play with bots cause there are not enough players on all campaigns and on all servers. even on peak hours and popular campaigns you see that many players that quit at beginning of the match are replaced by other players and not bots (e.g. normandy). you only see bots in peak hours on popular campaigns when someone quits mid match and that is usually cause of roflstomp.
if you add some kind of map/mode selection you would fix at least half of desertions…
I play a lot and see how many players are in the match. And you can see if the bot has been replaced by the player because the bot is not gray at the bottom of the list when the player replaces it.
And I often play against players. the example of moscow where there are more often 10 players on the german side and often with a high level of campaign (because the rank does not indicate the level of the campaign).

first 2 players have almost all their deserters that quit at start of the match instantly replaced by other human players. that is why there is negative value… i know that dna plays peak hour normandy and idk about tommy (probably normandy at the time this data was taken).
for your concrete example you had more bots entering the match than bots from deserters.

this is ~3 weeks worth of data (week from original data from may and 2 weeks that i dug from start of july till half of july). overall it was from discussion about desertion and made this table to show different player experience with bots/desertion.
so depending on time of day and campaign you may have different experiences. big problems is unpopular modes/maps and this is specially visible in normandy where lots of people quit when they get shit map/mode. at least 1-2 players on average quit in peak time normandy before match even started or at start of the match cause shit map/mode

normandy is good for this kind of analysis cause it is most popular campaign and you can see trend in unpopular modes with desertion and people getting replaced right at the start.

there are average 5.63 bots (28%) at end of the match in both teams. 15% is only bots that are entering the match in both teams.
btw that 15.8% of deserters is compared to human players and not total players.
Punishment proposas is already idiotic in itself, even more with the data you provided.
I consider myself decent player and i dont enjoy unfair games. I hate the fact that i need to carry my team in my favourite campaigns. it makes the games unfun because i cant play like half of the campaigns because one side is always steamrolling
