I am not quite sure I understand what you mean by remedying it with technology.
We are stuck with what historically (and sometimes through fantasy) existed during the conflict.
I’m still confused in how a T70 gives you problems regardless of its positioning. I have never had a single problem with this starter tank, and I’ve killed it successfully with everything the Germans have.
Heck one AT rifle grenade , middle of the tracks centre will turn it into a smoldering pile of nothing.
One person can at times carry the team though thats rare.
But you can effect it more than 50% , at least in my eyes. It is all dependent on map and mode.
As well Soviet Shells did trend to having higher amounts of explosive filler than their German counterparts.
As well they can be more effective if you know where to shoot (which a lot of people know now) just look at where all the ammonis stored. Its not hard to turn an Axis tank into scrap once you know where it has its ammo.
I mean, the German 75mm gun was not good enough to disable a T70 with only the turret exposed, most of the time not even a single person, but the T70 could kill 2-3 German tank members with a single shot.

It’s not balanced, it’s not balanced against tanks.
The situation is even worse for KV1, whose wider hull makes it harder to kill. This refers mainly to the performance of the shells after they hit, with very few fragments, making a single hit non-lethal, whereas the 76mm gun of the Soviet tank was very effective, even too effective.
If you play Stalingrad often enough, you will realize how unbalanced the armor is.
I don’t think it makes sense to weaken the aftereffects of shells for the sake of winning percentage or overall strength, it makes the armor experience too bad.
If you can, test how exactly a German tank can kill a KV1. Kv1 is very easy to kill a German tank.
The same thing happened in the Berlin map, the original Soviet tank T3485 needed only one shot to kill 5 people inside the Panther (frontal penetration of the turret), while the Panther hit the turret of the T3485, even sometimes without death.
I’m talking about not reaching 50 percent if both players are human and experienced, but if you have a lot of AI or a lot of new players then it’s possible.
