Currently, we face less of an issue but more features which I’d like to expand on.
Perks:

While having perks for each soldier adds a little to the feeling of customization, I don’t think the randomized RNG approach is the way. Each level you get to pick from 3 perks and every time you’ll go for the least shitty one.

Instead of having perks for each squad member, I would suggest perks for the squad itself. Since you need to recycle soldiers to upgrade them, why not push the perks onto the mainframe, the overall roster

My idea is to have perks you can choose from and unlock by progressing through the squad levels. Currently, those serve little to no purpose other than buying more squad spots and increasing your XP gain. How about we tweak it a little and add perks in there. Perks that will aid you in battle.

Perks wouldn’t have to be unique per squad but could be the same for every squad. Yet they could be assigned to the squad as a whole, influencing every single soldier.

This would add more to real modularity and your ability to switch out perks you have earned (or bought if you’re into that) without the regret of picking one perk over the other.
Soldiers:
Specifically the Troopers.

Troopers are some of the first troops you get your hands on, yet they’re the last ones you’ll play once you unlock other squads

Troopers are inferior to every other squad, they don’t have utility, they don’t have great guns. The only thing they have going for them is increased squad sizes

I would suggest expanding on the troopers and give them the potential they deserve. I want to see them become the jack of all trades. I would like to see them have access to all the weapons but none of the utility

Giving troopers access to the entire arsenal of guns would make them versatile and it would benefit their increased numbers, yet it wouldn’t cause crazy imbalance because they wouldn’t have access to radios, AT rifles, Artillery strikes, Engineers or other useful things more specialized squads have.
