First off apologies for the novel, but I think this needs to be explored at length because despite being a small change the positive effects it would have would be tremendous.
So might be best to take another look at how soldiers gain xp. Currently all soldiers earn perk xp for themselves, with a little bit of xp also awarded to other soldiers in the squad (unsure if it counts if they are dead - but not really relevant).
This has resulted in situations where in a match, players might want to hide their soldiers so that once their current soldier has died, they can use the next one, earn full xp, and so on until the squad is dead. Additionally, it makes levelling soldiers a pain due to the need to constantly rely on rng for good perk rerolls (and high level soldiers take longer to gain a new level). This also contributes towards players leaving matches, for if they see high level (marshal, general, etc) players on their team they conclude that their kills/xp will most likely be stolen by these guys, and they leave the game to find one with more xp.
So to help fix this I think that the full xp that one soldier earns should be awarded to all soldiers in the squad. Fixing this restriction and communicating this to players will give them more freedom in matches and make them more willing to put their all into winning a battle as they will be less concerned about losing out on potential xp. This will have a knock-on effect of decreasing frustrations with us vets when we see new players camping in the back of the map, or not using their full squad to take a point. Finally, making the grind less punishing will increase retention of mid-late game players who have established squad lineups and are at the stage where they are grinding for their desired perk setup, as it can be demotivating to spend a day’s worth of battles and not get any new perks due to the reliance on randomness.
Just some advice, as its something that has helped me tremendously in “rolling the right perks”: If there is a specific perk you are trying to roll that doesn’t take the max number of points (for example the “more resources” perk for engineers which requires 8 health skill points) don’t level that soldier higher than that point until you get that perk.
So in the example of engineers with the resource perk, if you keep them at level 3 until you get that perk, it cuts the list of perks you could potentially roll in half, giving you a much higher chance of getting what you want.
The higher the requirement for the necessary skill, and the higher level your soldier it is, the harder it will be to get that perk. As it should be.

to expand on this for anyone who might not know, if you have high level soldiers pick the perk you want which requires the largest amount of skill points first, as this will eliminate a larger number of perks from the pool of potential perks
I don’t mind the RNG part, as it keeps players from getting the best stuff every time with ease. For example, it keeps the number of soldiers with vitality perk lower.
This is so important and would really change how matches play out, as people often dont push and make very slow matches, and this would also fix many of the xp complaints
if i get it correctly, then why soldiers would to have their own level which will be the same after all? they all would get next level at same time? or does soldier has different experience peak for next level to achive bcs I’m not quite sure here. The idea is great but it would feel a little weird, if it were to be, there would be also a need of changing more stuff around.
whatever, but as i said it would feel quite weird for each soldier to have their own level when in reality they would advance same time. It has great impact on everything you mentioned tho, no doubt, keep your crown on.
i mentioned there should be work done around it to improve overall feeling. this is a part of development, to seek weak spots, ask questions, apart from that your idea is brilliant and sorry for make you feel that way.
