Previously, he had a rof around of 88 shoots per minute, which was the highest number among all BAs.
Now its rof is about average among all Base. Yes, he is still the fastest-firing BAs of the Soviets in Moscow, but half of the British \ American BAs are has bigger rof, most of the German ones too, and therefore he loses his uniqueness.
Btw, he is still the latest to open BA, not counting sniper rifles and rifles with grenade launchers.
I suggest to return him to his former rof. This will not greatly affect the balance, but it may at least it will appear in battles, because now it is no better than its predecessors in progression, except for a couple of shots per minute.

Bolt-action need have between 40-70 roof (depending on their tier) and OHK for be belanced, fast fire BA with OHK buff is unbalanced and make weapon like semi-auto and mg usless, we need all weapons have their field to shine
The BA fast fire perk should also offer flat bonus like 5. Instead of 12% which improves guns with higher ROF proportionally more.
Well, it was a unique feature of the winchester-a very high rof for BA.
It won’t be any better than SVT and AVS anyway.

Damm,I don’t have screenshots of the stats of these guns. But I remember Winchester as BA with biggest ROF, no any rifle was has ROF around 90.

And before you can talk winchester have 2 second of reload than other BA so it can shoot more fast but have the same consecutive fire speed of the other BA i mentioned

Fire a lee-enfield and a mosin nagant and cout the time you need for cycle the next shoot, from this you can see if a bolt-action fire fast or slow
