It would be good when researching on the tech tree if you didn’t have to buy everything in order to buy down the line. I get researching but I buy a lot of items that I never even use and can’t sell tanks and planes. The money could be better spent.

I don’t play Tanks, so I have hardly bought up any Tanks, but they are all researched. Planes, I do play, but I only buy till I get the ones I want, which usually means I have to buy them all. 
Yeah, it’s a bit of a weird system. Enlisted uses a linear progression tree, meaning you have to unlock previous items before moving on to the next, even if you’re only interested in a specific aircraft or weapon.
The reason for this is likely to:

Encourage gradual progression – They want players to experience different vehicles and weapons rather than skipping straight to the best ones.

Balance gameplay – If players could immediately unlock top-tier gear, new players would be at a bigger disadvantage.

Increase playtime – Making you grind through the tree keeps you playing longer.
Its just the way its designed.
