Make the standard APC be a truck for all factions. Then for maybe BR III a halftrack option so:

M3 Halftrack
BTR

Id also suggest for folders adding a Fiat truck for Axis and a Universal Carrier for Allies. (or we could even have a Canadian military pattern truck foldered with Studebaker and the UC foldered with M3 halftrack)
Ive said it before, I say it again, add the Australian or Canadian variant of the Universal Carrier if theyre worried about the effect on the event UC.
Regarding the M3 Halftrack currently available as a Soviet premium. Ive never understood why a premium in one tree should mean it can never be used again.
In War Thunder we have an American captured Zero, that doesnt stop the Zero being included as a tech tree option for Japan. Likewise we have captured Churchill and Lancaster in German premium tree, that doesnt stop those being freely available in the UK tree.
If you want to use a lend-lease vehicle with USSR? Pay premium. But if youre playing as Western Allies you should be able to use the standard vehicles of western Allies.
Indeed between the premium USSR M3 Halftrack and event Universal Carrier, if these were both enforced it would mean the Allies wouldnt have any armoured APC options left. (except an M5 kangaroo which would be OP).
Final comment: The main reason we havent got an Opel Blitz as standard German APC as we are constantly reminded is because they are generated on maps so would be indistinguishable.
I would suggest either the APC has camo pattern OR replace the generated Opel Blitzs with another truck, there were various makes/models including captured French trucks.
It would be really cool if different maps had different vehicles. Weve already got a 1930s car unique to Stalingrad and Japanese trucks unique to Pacific.
Normandy and Ardennes could have French vehicles like the Citroen Traction Avant and Renault AHN trucks, Tunisia could have British CMP trucks like a Morris CS8, (assuming the Ford F30 was in TT folder), Berlin some driveable VW Beetles and Mercedes L3000 etc.
