I propose to replace the current pe-3 foldered with the Pe-2-31 to the later field improved Pe-3bis variant that has a added defensive 12.7 machine gun and a offensive 20mm. it also featured better crew protection and better avionics compared to the Pe-3. I think for loadouts it could be just the 2 250kg bombs or its 4 100kg bombs and 6 M-13UK rockets. Adding the 250kg this early would also bring the USSR on par with other nations CAS at this br(III).
As of right now having researched and upgraded both the Pe-2-31 and Pe-3 ingame, I can say there is no real reason to use or research the Pe-3 other than the added frontal firepower. Adding or replacing the variants would give players incentive research the foldered vehicles.

It would be worthwhile to add this to their Tech Tree. But Soviets mainly have bombs, so maybe the rockets would be a “variety” pick in terms of what’s available.
Double edged sword on bombs or rockets, but either way the plane should be added.

I agree rockets would give the soviets some variety. It could also reinforce its role as a heavy fighter like it was irl. Having just rockets and its 20mm cannon would make it more suited to intercepting other CAS while still being able to provide some ground support itself. Making it a viable side grade compared to the slower but more CAS oriented Pe-2-31.
