I have a question, basically I am re-equipping my soldiers with PzB (because I got bored) and I am wondering, which perk is better for it. PzB is somewhat in a limbo, because on one hand you “reload” after every shot, but on the other, it says on the info card that it’s “manually operated” like BA, and it has a “magazine”. So which one would be better for maximal fire rate?
I’m pretty sure bolt action speed doesn’t do anything, because in terms of game mechanics you’re just reloading.

BA Firerate only works on bolt actions. So it will not do anything on AT Rifles, and since you reload after every shot, even if it worked it wouldn’t do anything.
So reload speed is the choice for it
