Well, my experience says otherwise. (Although if the JU188 wasn’t a TT aircraftIt should have been in BR3(And it’s funny that they move it to BR5), it’s too weak to fight in the sky)

And of course I might be wrong, but if that thing is considered OP, moving it to BR4 is a mistake, considering America has no CAS in BR3, a nerf is a better option, they can get two bombs from it.
First of all, the fact that a vehicle/weapon is an event/premium should not have any influence on its BR
The Whirlwind is at BR3, and yes it is an event but so is the XA-38. The fact that there is no US attacker at BR3 should be solved by adding one in the TT and should not be an excuse for the XA-38.

have you gotten a plane kill with the cannon yet? ive been trying to shoot planes with it and it feels like it the shell drops really fast unless youre close to them

Well, I’ll try hard for the plane, since a skin isn’t worth the effort. Honestly, I would have preferred them to give me the tank, but that won’t happen again.
