very often on the battlefield, Axis low BR tanks armed with 20 and 37mm cannons face enemies with armour much too thick for their weak API-T or APHE to do anything to, even at the same BR, with the example of the T70, and every BR2 tank except for the crusader is near impossible to eliminate from the front.
To give a solution to this so these tanks can do something against more heavily armored tanks, I propose giving all Axis tanks armed with a 20 or 37mm cannon have their current AP shell (API-T or APHE) be halved and the PzGr 40 APCR rounds they can use replace that half. the affected vehicles would be the Panzer 2C, Flakpanzer I, AB41, Panzer 3 B & E, and Panzer 38(t). Of course, this isn’t a single shell, the 20mms and 37mms have different penetration values, but share the same name. The addition of these APCR rounds would give these traditionally weak vehicles you skip over the chance to fight armored targets previously invulnerable that you commonly encounter, the only downside of the APCR being no explosive filler though. I tried to find similar shells for the M13, T60, and Ta-Se since they have a similar problem, but they either didn’t have another one or it was only penetrated ~5mm more, which wouldn’t be
