I disliked all bulge maps, and guess what: I get no other map just Hürtgen forest. Even if I liked All Tunisia maps. It´s just a complete joke.
(Just fix me if I am wrong and tell me your experience)

Yeah, it’s just a fancy UI system so that the devs can argue “but we listen to your feedback” and can implement a “desertion penalty” (as if 20% were going to stop anyone)

i have the same issue, but with Gavutu
To be blunt, their preferred maps crap is just trash. We wanted choice, we got BS lip service. The only place I can play the maps I want with the mode I want is if I create my OWN custom match, which is what I have been doing the past few weeks. Meanwhile, I have boosters piling up that I’m not using. 
It doesn’t prevent you from getting awful map that you disliked, it doesn’t let you completely ban the map and there are not enough of dislikes/likes to play your fav maps.
Entire system is flawed and implementation couldn’t be any worse, and i knew it will end up this way before they even showcased it for the first time as Gaijin never really want to use their grey matter to theory craft for more than 5mins every 6 months.
