Looking at this more closely i can see so many flaws. Heres a few of them:
Wven tough i HATE the M38 beretta it IS DEFINETELY better than the PPD34/38 (box)
The KP26 is the best german SMG as of right now, sane with the VMP
How is a MP35 - definetely not even close to being the best SMG better than a PPSH41 DRUM?
How is an MP40 (I am a massive MP40 fanboy BTW) not equal to the PPS series guns, BUT is better than the PPSH41 (box)?
Whinchester shotgun - definetely better than a VG1-5 for an assaulter weapon.
And i can go on and on

Because its situational. PPSH will completely shredd an MP38L user in Close Combat while MP38L might get the upper hand overall also in long distances.
I remember one contact with an PPD at an stair once and i started to fire at his chest before him with my MP38L going up. Right after that guy just sprayed me down in an split second starting at my hips
So you see there. Would i call PPD close to the MP38L overall. Nope. But its effective af close range as it should
The accuracy is questionable how ever with all the bullets its able to spray which is why i opened this thread to compare it against the regular mp38 which Germans gets as an counterpart. I mean its an doable gun but you sure have to be smarter then the guy with an PPD can tell you that 
So to add…an list like this is just preference with play style involved in to the factor. How i see it
this is almost the exact reason as in Normandy with the fg42 with one exception i catch a bunch of shit for posting against fg42

why should we now give you a better smg you already have full atuo for every class including snipers
so u cant contend with ppd or ppsh i would say thats a skill issue
