A new historical mode or new rooms in custom battles should appear where player would have to meet certain Bolt action rifles ratio equipped in squads and other requirements such as limited explosion pack, to be able to join and fight.

If you want to be accurate you will have to give more automatic weapons to the USSR. It is estimated that at the beginning of the war the Soviets had equipped 1 out of 7 men with an automatic weapon, far above the rate of Nazi Germany.
that would be left to devs to deal with, either they would want more balancing or more historical accuracy , i think the best is compromise … each campaign might have its unique requirements, also some nerfs could be removed and fixed while playing specifically this mode or this custom battle rooms

Gewehr 43 is restricted to assaulters.
Weapon malfunctions return, most noticeably in the Gewehr 43

FG 42 becomes a premium gun for a paratrooper squad.
All premium squads except for G41, MP-18, M3 Field Mod, M-50 Rising, ERMA EMP, Rhino Jumbo, Stug III G and the Aircraft are removed.

Carbine was an auxiliary weapon, Grease gun was starting to replace the M1a1 and M1 Thompsons, and the M1918A2 was the standard issue infantry automatic weapon for US forces since 1939.
