This has been asked time and time again as it was removed without any reasonable explanation. By default, let soldiers have all of their backpacks and pouches equipped. Disable the feature where equipping an ammo pouch (for example) shows up on your soldier’s player model while the rest of his gear is missing. Make it so equipping an ammo or grenade pouch just activates the changes without altering their appearance.
Or go back to the drawing board with a better system that doesn’t leave soldiers missing most of their kit by default.
Also, to anyone who’s going to suggest a cosmetics store to remedy this: NO. A cosmetics store for new outfits is fine (as long as they’re historically accurate, none of that Battlefield V shit) but we should not be expected to pay just to have soldiers running around in their proper gear.
