For more clarification, the wait timer will still be there.
At the last second before you get to spawn and someone else uses YOUR rally point, you’d have to wait the timer out once again. Sometimes this happens over and over until the worst of times the rally point becomes contested for more than thirty seconds or out right gets destroyed.
TLDR: Engineers who build a rally point should bypass other people claiming the spawn token before them.

I´m fine with the current system. As far I understood you spawn in like 5 sec unless someone is spawning before you. In this case you have to wait until the spawn point is ready again, after which the countdown continues. This creates a natural queue list as your countdown is now lower than that of players who hit the spawn button after you.
I agree, as I try to put down rally points, and help win the battle vs max kills, too many times I put an advanced rally point near the action and can’t use it. I go check it’s still there and active. So a fix basically the creator gets to use first no matter what. The exception, if a creator of other rally points puts one down in the last 10 minutes, he too gets priority (one time) except over the original creator. This alone would encourage people to take the time to build rally points. To make sure people are not building useless rally points so they can hop on one close to the front of action, their qualifying 10 min rally point must be X distance from the remaining open objects.
In theory yes, but actually no. The countdown can be interrupted by other players trying to spawn there, sometimes you have to choose the RP again and again because you are kicked from the “queue”.
