How about we buff the PIAT/fix it i find it to be absolutely useless 99% of the time I use it I hit a tank and it either doesnt register or if it does it doesnt do basically any damage no matter where I hit on the tank, while we are at it why is hitting the very top of tank the probably some of the weakest armor do no damage.

What do you mean? I personnaly find the PIAT really effective in Normandy, usually taking pumas in one hit. It can deal with any tank from the axis if you shoot them in the flanks, even the mighty tiger (only in the lower sides which can be tricky to hit though).
You have to hit the ammo of the tank directly as it is likely to not do great damage otherwise.

I actually don’t use the Piat in Normandy, even though I want to, until they add British Squads

PIAT is effective enough to be able to kill every German tank, yes that included Tiger I, although not very optimal for it
Though I will switch them to M1 Bazooka since I spend more time killing Puma than anything else

just get on top of the cat and shoot the engine.
They will either get cooked or leave the tank and get gunned down.

Piat/Sturm Pistol are better than m1 Bazooka 
Piat is able to take down tiger from side. The problem is most tanks and at guns are bugged as hell
